The Dutch government will earmark tens of millions of euros (tens of millions of U.S. dollars) extra each year to improve the agricultural sector in developing countries, Dutch newspaper Trouw reported Friday.

Most of the money will come from the Dutch development cooperation budget, Agriculture Minister Gerda Verburg and Development Cooperation Minister Bert Koenders were quoted as saying.

The aid comes on top of the existing support of 350 million euros (539 million U.S. dollars) that is aimed at projects to improve productivity in Africa.

Poor people in developing countries are hardest hit by the soaring food prices, the Dutch government said.

Verburg said the structural cause behind the current food crisis is not the demand for biofuel or commodity speculation, but rather the neglect of the agricultural sector.
