The fact that Singapore and Malaysia had to go to the International Court of Justice to resolve their territorial claims indicates that ASEAN needs to be improved, local media reported on Thursday.

There was a "Continuing lack of trust" among the Association of Southeast Asian Nations (ASEAN) members, said Dewi Fortuna Anwar, director for program and research at the Habibie Center in Indonesia on Wednesday.

"They could have used mechanisms such as the (ASEAN) High Council to resolve this issue," the New Straits Times quoted Dewi as saying.

However, the member countries were uncertain if ASEAN could have resolved the dispute, Dewi added.

She was speaking after delivering a talk titled the "Indonesia-Malaysia relations in the Context of ASEAN" at Universiti Malaya here.

Earlier, she said that ASEAN members needed a strong community to face the world.
