Philippine President Gloria Macapagal-Arroyo on Monday afternoon delivered her eighth state of the nation address, focusing on plans to help the country's poor handle surging fuel and food prices.

Arroyo said the Philippines is caught, along with the rest of the world, in the skyrocketing crude oil and food prices and a looming global economic slowdown.

Arroyo said the administration will "strike for greater self-reliance" and conserve energy use in the face of food and energy crisis.
