Madagasca reforms security structure

Madagascan security structure has been changed with the National gendarmerie been put under the command of the Internal Ministry though it has managed to keep its military status.

President Marc Ravalomanana announced the reform here on Friday when he presided over a ceremony to appoint a former director under the Ministry of Defense as the General Staff of the army to replace Razafindralambo Rivo Hanitra, whose present position was unknown.

Rakotoarimasy Andre Lucien was appointed as a general of the armed force since January 2005 and promoted as the Director General of Planning under the Ministry of Defense Ministry last January before being General Staff of the army.

Under the new vision of President Ravalomanana, all defense and security forces of the island country should be contributed to ensure economic development of the country.

The National gendarmerie, which had been under the supervision of the Ministry of Defense, is now under the leadership of the Secretariat for Public Safety, specially established under the Internal Ministry, while the armed forces remained its position under the Ministry of Defense.

Rakotoarimasy Andre Lucien was trained at the "Ecole de Guerrede Paris" and graduated from the Center for Strategic and Diplomatic Studies in Antananarivo.

As President of the High Council of National Defense, President Ravalomanana announced that the reform was aimed at ensuring sustainable and rapid development of the Indian Ocean island country.

Media here reported on Saturday that the reform followed the results of a three-day high-level national defense meeting here last July, which decided to improve security of the country so as to ensure economic development though there has been no definitive enemy for Madagascar.

He declared that special training coursed would be organized for the army to enable them to ensure defense of the country, to respect regional and international involvement and to participate in the fight against poverty and AIDS.

It was decided that fishing off Madagascar be monitored so as to change the present situation in which over 700 million Euros were lost annually due to negligence of fishery security off the country.

Madagascar's defense forces comprise of the People's Armed Forces, Intervention Force, Development Force and Aeronaval Force (navy and air).
