Australian Climate Change Minister Penny Wong on Tuesday defended the government's modest climate change white paper, saying it will take time to tackle climate change.
Wong, who made way for Prime Minister Kevin Rudd to announce the greenhouse gass emissions targets on Monday, said the economy would become greener over time.
"We have to build a low pollution economy of the future, that is going to take some time," she told Sky News.
The government has set a target of a 5 to 15 percent reduction in greenhouse gas emissions by 2020, a decision criticized by green groups who want at least a 25 percent cut to protect environment.
"People seem to be thinking that you can simply achieve a target by setting it. You have to have a plan to get there," Wong said.
