India said on Thursday that the Mumbai attacks last November were planned to retard its economic progress, while calling on Pakistan to take "credible action" against terrorists based in its territory.
In her speech to the two houses of Parliament, Indian President Pratibha Patil said Pakistan must honor its anti-terror commitment and take "decisive and credible action against all terrorist groups that are based in, and operate from, its territory".
The Nov. 26 Mumbai terrorist attacks were "deliberately planned to retard our economic progress," she said.
Patil said although ties with Pakistan made "considerable progress" over the last five years, the issue of terrorism has impeded this process.
"Our relations with Pakistan have made considerable progress since 2004, but, regrettably, terrorism from Pakistan has eroded the achievements of the bilateral dialogue process and has caused a grave setback to our relations," she said.
"Despite solemn commitments given by Pakistan at the highest level that it would not allow territory under its control to be used for terrorism in any manner against India, terrorists from Pakistan have continued to attack India," she added.
Pakistan said Thursday that six suspects related to Mumbai attacks have been arrested by Pakistani authorities.
Responding to the dossier about Mumbai attacks provided by India, Pakistan said it still needs more information from India, while confirming that part of the attacks was made in Pakistan and attackers went to India from southern Pakistan.
At least 170 people were killed and over 300 wounded in the Mumbai attacks.
