The Colombian Ambassador to Peru Alvaro Pava said Wednesday that "the guerrilla must be very pleased to know that by simply passing the borders they are protected by the governments of some neighboring countries."
"If the borders are not closed, the guerrillas are not combated there and such areas simply become an umbrella for them," added Pava in an interview with Radio programas of Peru (RPP).
Colombian troops entered Ecuadoran territory last weekend during an operation, destroying a camp of the Revolutionary Armed Forces of Colombia (FARC) in Ecuador and killing 21 rebels, including the group's No.2 leader Raul Reys. FARC is Colombia's largest anti-government outfit.
Pava said Colombia proposes to establish the responsibility borne by governments that allow guerrilla troops to lodge within their territories at the Organization of American States (OAS) emergency meeting, which began Tuesday in Washington.
Meanwhile, the Colombian government presented an apology at the OAS meeting, acknowledging that it had transgressed the Colombian-Ecuadoran border.
