Venezuelan Minister for Information and Communication Andres Izarra announced his resignation Tuesday over the planned charges for the use of footage from the state-run TV channel Venezolana de Television (VTV).

Izarra told a press conference that he would submit his resignation to President Hugo Chavez because the decision was made without consulting with the president.

Globalvision, a private Venezuelan TV channel controlled by the opposition, said Tuesday that the VTV has decided to charge private TV networks for the use of its official footage with 3,350 U.S. dollars per minute from June 1.

But the privately-owned channels do not need to pay for Chavez's speeches and official activities.

The VTV's plan has been strongly opposed by many local TV channels. Alberto Federico Ravell, director of Globalvision, said most of private networks can only rebroadcast the VTV footage because they are banned from shooting on many official occasions.

He warned that his channel would legally challenge the plan with other TV networks.

The VTV, Venezuela's state-run TV channel, has been providing rebroadcasting service to other TV networks for free in the past.
