David Emerson, Canada's international trade minister, was sworn in formally as foreign minister in a minor cabinet reshuffle Wednesday.
He replaced Maxime Bernier, who resigned last month after a security breach scandal. Emerson had been running the Foreign Affairs Department on an interim basis.
An advisory issued by Emerson's office on Tuesday said he would leave later Wednesday to attend the G8 Foreign Ministers Meeting in Kyoto, Japan.
At the ceremony held in Rideau Hall in Ottawa Wednesday, Senator Michael Fortier was sworn in to replace Emerson as international trade minister.
Christian Paradis, former secretary of state for agriculture, was shifted to head the Public Works Department. Parliamentary secretary James Moore was brought into cabinet as secretary of state for official languages, the Asia-Pacific gateway and the Vancouver Olympics.
Bernier quitted last month after admitting he had left classified documents at the home of a former girlfriend who had past links to criminal biker gangs.
