U.S. accuses blacklisted Pakistan-based groups of operating under "new aliases"

The United States accused two blacklisted Pakistan-based groups Wednesday of operating under "new aliases" to try to shun financial sanctions.

The Treasury Department identified numerous alleged aliases for Al-Rashid Trust and Al-Akhtar Trust International, two groups that Washington has previously accused of providing support to terror group al-Qaida.

Al-Rashid was designated in September 2001 and Al-Akhtar was put on the blacklist in October 2003. The Treasury Department alleged that Al-Rashid is now operating under other names, including Al-Amin Welfare Trust and Al-Ameen Trust, while Al-Akhtar is using other names, including Pakistan Relief Foundation and Azmat Pakistan Trust.

"We are very concerned about designated entities reconstituting themselves under new names in attempts to circumvent sanctions and continue funneling money to terrorist activities," said Adam Szubin, director of the Treasury's Office of Foreign Assets Control (OFAC), which oversees the United States' financial sanctions programs.

"OFAC will continue to put the public on notice when we find that a designated entity is trying to operate under the cloak of anew alias," Szubin said.

The action against the two means that any bank accounts or other financial assets found in the United States that belong to them must be frozen. Americans also are prohibited from doing business with them.
