Currently visitors are limited to the statue's pedestal, the www.ny1.com said.
The National Park Service has requested bids from engineering and architectural firms to study the statue and its interior stairway to see if the narrow passageway can be brought up to safe building codes, it said.
For years, politicians have been pushing to reopen the crown, saying the closure is hurting tourism, according to the report.
Congressman Anthony Weiner was quoted as saying that the number of visitors to the statue has dropped by about 40 percent since 2002.
The Statue of Liberty was presented to the United States by the French people in 1886. It stands at Liberty Island as a welcome to all visitors, immigrants, and returning Americans.
