White House spokeswoman Dana Perino said on Monday that President George W. Bush is planning to lift an executive ban on offshore oil drilling.

"The president will announce that he has decided to lift the executive ban on oil exploration in America's outer continental shelf" in a public statement at 1:30 p.m. (1730 GMT), Perino told reporters.

However, the move will not lead to more offshore oil drilling if Congress refuses to lift legislative restrictions on such activity, Perino added.
