Brazil needs a new defense strategy and the country's defense industry needs to be reorganized, President Luiz Inacio Lula da Silva said Monday.
Those are the main reasons for the launch of a new national defense plan last week, said Lula in his weekly radio show Breakfast with the President.
Lula said Brazil need a defense strategy "thinking about defending itself, guaranteeing its patrimony and the tranquility of the Brazilian society."
According to the president, the reorganization of the country's armed forces and Defense Ministry has already been in discussion but postponed due to lack of money.
Such extensive reorganization, he said, is a long-term project, which cannot be accomplished "in two days or two years", and required Brazil to be prepared.
As part of the new defense plan, a military cooperation agreement will be signed by Lula and visiting French President Nicolas Sarkozy later on Monday in Rio.
The agreement foresees French cooperation in the building of 50military helicopters and five submarines, including a nuclear-propelled one.
The agreement also includes a satellite network over the Amazon Rainforest to monitor the air traffic control and the deforestation in the area.
