European Commission President Jose Manuel Barroso expressed his support to the structural and personnel changes made in Bulgarian government on April 24 in a telephone conversation with Bulgarian Prime Minister Sergei Stanishev, the Bulgarian Government Information Service said Monday.

In the reshuffle, four of the 20 cabinet members were replaced and Meglena Plugchieva was elected a new Deputy Prime Minister without portfolio to oversee the absorption of EU funds. In addition, two ministries were renamed.

Stanishev and Barroso focused on the functions of the newly elected Deputy Prime Minister and on the forthcoming reforms in the home affairs system.

The EC President supported the establishment of the new Deputy prime minister position, seeing this as a sign of Stanishev's strong commitment to the Bulgarian State doing everything possible to maximize the effectiveness of the absorption of EU funds in the interest of Bulgarian citizens.

Stanishev said he attaches paramount importance to the clear definition of the functions of his new deputy. In his opinion, the new Deputy prime minister must have a strong expert team and function as a national coordinator of the resources from the EU funds. Barroso backed this opinion.

He assessed in positive terms newly elected Interior Minister Mihail Mikov's ideas on reorganizing the system and believes that Brussels will react to them favorably.

The changes proposed by the Prime Minister are assessed by Brussels in positive terms, Barroso said. He supports Stanishev's proposals because, just as the Prime Minister, he believes that Bulgaria needs a strong, working and reformist government.
