The European Union (EU) on Monday called on all nations where the death penalty is in practice to abolish the capital punishment or at least impose an immediate moratorium.
EU foreign ministers on Monday adopted a revised and updated version of the EU guidelines on the death penalty.
"The Council (of ministers) recalls the opposition of the European Union to the death penalty in all cases and in all circumstances," said the ministers in a statement.
"The abolition of the death penalty contributes to the enhancement of human dignity and the progressive development of human rights," they said.
They regretted that a number of countries still maintain the death penalty. "We call on all these states to abolish the death penalty; if necessary with the immediate establishment of a moratorium on the use of the death penalty, with a view to abolishing it," said the ministers.
