Polish Prime Minister Donald Tusk stressed on Tuesday that EU leaders managed to work out a "firm" but at the same time "balanced" stand.
He was commenting the results of the Monday EU summit while speaking to Polish TVN24 news channel.
Tusk said that the EU must take decisive steps in the Russia-Georgia dispute but also such "which do not completely ruin possibilities of solving the conflict with persuasion methods."
Donald Tusk also stressed that the goal of EU steps should be the withdrawal of Russian troops from Georgia and the observation of the country's territorial integrity.
Meanwhile, Polish President Lech Kaczynski said that the Monday EU summit on Georgia is a "significant success" especially when one takes into account divergent stands of EU countries.
The president stressed that imposing sanctions on Russia was impossible as such step needed the support of all the 27 EU countries.
Poland, which has close relations with the United States, had been advocating sanctions against Russia.
Georgia launched a sudden attack in South Ossetia on Aug. 7 in an attempt to regain control of the breakaway region. Tbilisi's move triggered prompt reaction from Russia, whose troops drove Georgian forces out of the region and took parts of Georgian territory.
Russia last week recognized South Ossetia and another breakaway region of Abkhazia as independent states, a move that angered the West.
