Foreign ministers from 27 members of the European Union decided here on Monday to lift visa bans on top Belarusian officials, including President Alexander Lukashenko, according to EU diplomats.

The EU has temporarily allowed Lukashenko and other high-level officials to travel to the EU so as to encourage democratic reforms in the former Soviet republic, said the unnamed diplomats.
