Romanian gov't to adopt measures for cutting expenditure

Romanian Finance Minister Varujan Vosganian presented on Tuesday a memorandum on the way public resources are used in the remaining months of this year, suggesting five measures to cut expenditure.

"Minister Vosganian proposed that the decisions relating to the allocation of the budget resources in the last two months should be revised in order to counteract the deepening macroeconomic imbalances and to maintain a sustainable limit of payments made from the budget," government spokeswoman Camelia Spataru said after the government sitting.

Vosganian proposed and the government members agreed upon a set of five measures meant to reduce the budget expenditure below the approved limits by an efficient administrative management either by suspending or postponing some actions, she added.

"The non-granting of the salary rights, the pensions or other social rights is excluded," Spataru added.

Another measure relates to a prudent approach of the staff employment and the staff reward policy, as well as the cut back to the minimum of the travel, protocol and presentation expenses.

At the same time the conclusion of any legal agreements is forbidden as from November and the use of the budget reserve fund available to the government is strictly limited to the purposes provided in the public finance law, namely urgent or unexpected expenses, the spokeswoman said.

The last measure forbids the reassignment of funds from one sector to another within the budget allocated to a ministry without the consent of the government members.
