Around 1,000 demonstrators chanted slogans in protest against Georgian President Mikhail Saakashvili. Hundreds of special police were deployed to protect the building.
Georgia's opposition said police and demonstrators clashed on Wednesday, with a few demonstrators being injured.
Deputy Interior Minister Yekaterina Zguladze accused opposition supporters of violating the law. Those detained are felony suspects instead of opposition supporters, Zguladze told a press conference.
Georgia's opposition began to stage rallies in Tbilisi in early April, urging Saakashvili to resign. Saakashvili has been criticized for being too authoritarian and breaking his promise to reform.
