A senior Palestinian Islamic Hamas movement official on Saturday held President Mahmoud Abbas' Fatah party and other factions in Palestine Liberation Organization (PLO)responsible for the failure of the inter-dialogue.

Khalil el-Hayyah, member of Hamas political bureau, told a news conference that a letter signed by PLO factions and sent to Fatah negotiators in Cairo was behind the failure of the sixth round of unity dialogue in Cairo.

"The PLO factions' letter informed Fatah delegation they won't be committed to the results of the dialogue, the thing which blew up the last session as we were about to sign a reconciliation agreement," said el-Hayyah.

"The letter included the factions' rejection to form a joint security committee in Gaza and a joint factional committee to coordinate between Hamas and Fatah governments," el-Hayyah added.

He said his movement had agreed with Fatah movement on most of the outstanding issues, "and we were so close to signing an agreement shortly before Fatah negotiators received the letter."

On June 28, Fatah and Hamas leaders started a sixth round of dialogue in Cairo for three days to draft the deal scheduled to be signed on July 7. But after disagreement on some details, the dialogue was proposed by host Egypt to postpone to July 25.

Egypt informed the two rivals that July 28 will be the new date for signing a unity agreement, adding that leaders of all factions will be invited for a wider session before signing the agreement.

"This date could be a date for achieving a Palestinian reconciliation, but it all depends on Fatah movement's seriousness and its real desire to end the internal rift and implement the signed agreements," el-Hayyah noted.
