Sudan's President issues decree appointing ministers of SPLM

Sudanese President Omer al-Bashir issued on Wednesday a presidential decree appointing seven members of the former rebel Sudan People's Liberation Movement (SPLM) as ministers in the central government in a bid to end the political crisis.

This was the second presidential decree on a partial reshuffle of the Sudanese Government of National Unity since the SPLM suspended its participation in the central government on Oct. 11to protest against what it alleged of a "procrastination" in the implementation of the Comprehensive Peace Agreement (CPA).

It is expected that the new ministers will be sworn in by al-Bashir and First Vice President and Chairman of the SPLM SalvaKiir Mayardit in the Presidential Palace in Khartoum on Thursday.

According to the presidential decree, Bagan Amun, a hardliner in the SPLM, was appointed as the minister for cabinet affairs to replace Lam Akol, the former foreign minister, who was appointed to the post in the first decree issued on Oct. 16.

Lam Akol had been accused by hardliners in the SPLM as being too close to the ruling National Congress Party led by Presidental-Bashir.

Ding Alur was appointed as foreign minister, James Kuk Ryu as the minister of foreign trade, Philip Ton Leek as the minister of transport, roads and bridges, Kusti Manibi as the minister of investment, Harun Run Liwal as the minister of humanitarian affairs, George Brinq Nyami as the minister of higher education and scientific research.

Also according to the new presidential decree, Mansur Khalid, Walim Ajal Dinq and Andrew Makur were appointed as presidential advisers, and six other members of the SPLM were appointed as ministers of state.

The SPLM, which signed the CPA with the central government led by al-Bashir on Jan. 9 of 2005, announced on Oct. 11 a suspension of the participation of its eight ministers in the government, accusing its peace partners of procrastination in implementing the agreement.

It was the most serious political crisis for the Sudanese Government of National Unity since it was established following the signing of the CPA.
