Zambia will conclude constitution deliberations on time, National Constitutional Conference (NCC) chairperson has said.
Chifumu Banda said on Wednesday all the NCC committees will conclude deliberations on time to allow for the enactment of a new constitution as planned.
"This is necessary because we need 60 days in which the initially adopted constitution will have to be published to enable members of the public make comments," Banda said.
Banda said three committees had so far concluded deliberations on their terms of reference. Each article in the Mung'omba draft constitution is a term of reference under an appropriate committee.
So far, the citizens, judicial, and public service committee shave completed their deliberations. Their reports were being finalized by the NCC secretariat.
Members of the three committees would be called again for a few days to approve the reports before presentation to the NCC plenary for adoption.
"The NCC wants to complete its work with speed. For this reason, three committees have been called to meet in July 2008. These are democratic governance, local government and public finance committees," he said.
The committees will meet for 20 working days before Parliament resumes sitting in August 2008.
The NCC plans for six other committees to meet in September and October when Parliament will be on recess. These are the citizens committee, democratic governance, judicial, local government, public service and public finance committees. Source:Xinhua
