Somali PM dismisses Mogadishu mayor

Mohamed Omar Habeeb, mayor of Somalia's capital Mogadishu, was dismissed from his post Tuesday in a decree issued by the Somali Prime Minister Nur Hassan Hussein, government spokesman said.

Habeeb, also known as Mohamed Dheere, has been mayor of Mogadishu and the governor of Banadir region since 2007 after he was appointed by the former prime minister Ali Gedi.

Abdi Haji Goobdoon, spokesman for Somali transitional government, told reporters that the prime minster, after meeting with his cabinet, decided "to relieve the Mayor and Governor of his duties."

He said the mayor was fired because of the continuous insecurity in the capital and the lack of competence in his administration.

Mohamed Dheere has been accused of heavy-handedness during his tenure.

His deputy for social affairs, Mohamed Omar Ali, was named as acting mayor and governor. All other deputies and the district commissioners will hold their posts until further notice, said Goobdoon.

Reports say that a new regional administration is expected to be formed in consultation with local Mogadishu residents and elders who accused the former administration of not bringing stability to the Somali capital.

Ahmed Abdi Salam, deputy prime minister, said early this year that changes will be made in the administration of the Somali capital and local people will be involved in governing the city which has been the scene of violent confrontation between insurgents and Somali government forces backed by Ethiopian troops since early 2007.

Thousands of the capital's residents have either been killed, or wounded in the past 19 months of violence. Nearly a million of the city's population have been displaced from their homes and are now encamped on the outskirts of the restive coastal capital.

Mohamed Dheere has not commented on the news of his dismissal but reports say that he is meeting with Somali President Abdullahi Yusuf Ahmed.

Early this year, Prime Minister Husien sacked the governor of Hiran after he was accused of incompetence. A new governor was named to replace him.
