The plane crashed in a parking lot in Easton. The cause of the accident was under investigation.
Peters said the bodies of the killed could not be identified as the plane caught fire after crashing.
The plane was being operated by Angel Flight Northeast, a volunteer group helping people who need to travel for medical treatment, according to Amy Camerlin, spokeswoman for the group.
