Sudan urges world to shore up peace accord

The Sudanese unity government on Thursday called on the international community to play a constructive role in shoring up a landmark peace agreement which was signed in Kenya four years ago.

A statement from the Sudanese embassy in Nairobi said the two parties to the north-south Comprehensive Peace Agreement (CPA) have implemented several provisions in the peace accord but admitted that critical issues that still remain unresolved are being addressed after careful consultations.

The statement issued ahead of Friday's fourth anniversary of the landmark peace deal, also appealed to the international community who made pledges during the Oslo donor conference to honor them as Africa's largest country strives to implement the landmark peace deal.

"The international community is requested to honor its pledges made at Oslo donor conference in April 2005. The daunting tasks of rehabilitation, reconstruction and development overwhelmingly transcend the capabilities of the central government and those of GOSS," it said.

Many believe that money promised by the international community to rebuild southern Sudan has also been slow to arrive and hindered the implementation of the entire peace accord.

The Sudanese government emphasized that the role of the international community and that of its neighbors was instrumental in peace making.

"The parties to the CPA has been able to implement the largest part of the Agreement, but still some issues need to be carefully addressed in order to fully implement that landmark Agreement," the statement said.

The peace accord partners said the much-needed help from the international community has been slow in pushing for the honoring of various aspects and the much needed financial assistance.

Both Khartoum and former Southern rebels called on the world to also play a positive role in resolving Darfur conflict, whose clashes have overshadowed other positive developments in the country.

"Peace in the Sudan cannot be fully achieved if some actors in the international community continue to hinder any move toward peace in Darfur. Darfur rebel movements should be encouraged to join the peace process through the Afro-Arab initiative," the statement said.

"The road to peace and development is not a rosy one on the contrary it is bumpy and muddy one that needs a concerted effort by all those who are concerned," said the statement.

Although the international community welcomed the adoption of the CPA, analysts feel that many problems are preventing its implementation. That the CPA does not address the problem of the conflict in western Darfur -- or the marginalization of the Beja community in the east -- could be another stumbling block.

"Everybody can trigger a war but peace needs a true leadership that look foresightedly do the interests of the whole population of the country," the statement said.

"The war-tired Sudanese want to live peacefully in their country and build it. They want the international community either to support their efforts for peace sustainability or to leave them alone."

The 2005 deal formed a national coalition government, a semi-autonomous southern authority, and ensured power and wealth sharing. Separate north and south armies were formed and the south can vote on secession by 2011.
