UN reports says Lebanon still in deep political crisis

Lebanon is still mired in a deep political crisis which has impeded the normal functioning of the legitimate constitutional institutions, said a UN report released Tuesday.

In a report on the implementation of resolution 1701, adopted by the Security Council in 2006, UN Secretary-General Ban Ki-moon said that both the Lebanese and Israeli governments have continued their commitment to implementing that resolution, which put an end to a month-long war between Israel and Hezbollah in the summer of2006.

At the same time, however, Lebanon has remained in the grip of an intense political crisis which has impeded the normal functioning of the legitimate constitutional institutions, Ban said.

The secretary-general warned that the continuation of targeted assassinations has added to tensions throughout the country.

Ban said that Israel maintains that Hezbollah is significantly rebuilding its military presence and capacity, inside the area of operations of the UN Interim Force in Lebanon (UNIFIL). But to date, UNIFIL has found no evidence of new military infrastructure in its area of operations, he noted.

The secretary-general said that he intends to dispatch a team to Lebanon to carry out an assessment of the implementation of the recommendations of the Lebanon Independent Border Assessment Team.

It is clear that significant challenges remain to be addressed in effective border management, he added.
