With progress made in recent months, the international tribunal for Lebanon killings has moved into its start-up phase, according to a UN report released Tuesday.
In a report to the Security Council, UN Secretary-General Ban Ki-moon detailed the considerable progress made in recent months in setting up the Special Tribunal for Lebanon.
He said that all actions relating to the tribunal's preparatory phase have been undertaken, including the signing of a Headquarters Agreement with the Netherlands and the identification of tribunal premises; the selection of judges, the prosecutor and the registrar; and the development of a draft budget that will be submitted soon to the tribunal's Management Committee.
The start-up phase for the tribunal has now commenced, the secretary-general said.
The UN Security Council adopted a resolution in last May to establish the tribunal on the assassination of former Lebanese prime minister Rafik Hariri who was killed along with 22 others in a massive car bombing in downtown Beirut in February 2005.
