Belgium on Thursday completed approval of the Lisbon Treaty as it was endorsed by the parliament of Belgium's Flemish region.
The treaty now goes to King Albert II for signature.
European Commission President Jose Manuel Barroso congratulated Belgium on the approval of the treaty, which was rejected by Irish voters on June 12.
He said with Belgium's approval, the treaty has been approved by 22 European Union (EU) member states. "This is a strong signal of how important it is that all member states are heard during the ratification process," he said in a statement.
The Lisbon Treaty, signed by EU heads of state and government in December 2007, will make EU's much needed institutional reforms possible. It will also streamline decision-making in the ever enlarging union.
The entry into force of the treaty requires the ratification of all 27 member states of the EU.
