Leaders of the European Union (EU) and countries around the south and east Mediterranean opened a summit on Sunday to launch a Union for the Mediterranean.

The union was spearheaded by French President Nicolas Sarkozy to build on the lack-luster Barcelona Process created in 1995.

The Paris summit brings together heads of state and government of all 27 EU nations and 16 leaders from North Africa, the Middle East and Western Balkans.

European Commission President Jose Manuel Barroso and UN Secretary General Ban Ki-moon as well as representatives from half a dozen international and regional organizations were also present.
