NATO Secretary General Jaap de Hoop Scheffer said Friday that he was surprised at Russian criticism over a cooperation deal between the alliance and the United Nations.

He was speaking in response to Russian Foreign Minister Sergei Lavrov's comments on Thursday that the deal was signed in a secretive way.

De Hoop Scheffer said Friday that Moscow was not kept in the dark. "It can definitely not have come as a surprise to them because they were kept informed," he said.

The NATO chief signed the cooperation agreement with U.N. Secretary General Ban Ki-moon in New York on the sidelines of the recent U.N. General Assembly.

De Hoop Scheffer said the document, which will facilitate staff-to-staff cooperation between the two organizations, is fully in line with the U.N. Charter.
