The UN's top anti-crime official on Tuesday called for better justice cooperation among countries to combat piracy.
The key to an effective fight against the increasing piracy in Africa is to strengthen criminal justice systems in the region and regional cooperation, Antonio Maria Costa, executive director of the UN Office on Drugs and Crime (UNODC) was quoted as saying by a press release of the UN Vienna Office.
Noting that the international society should make joint efforts to combat piracy, he said the UNODC was helping states implement the UN convention against transnational organized crimes and other relevant international instruments to fight the crime.
He said gunboats were necessary in the counter-piracy effort but not sufficient.
"These bandits can be defeated in the courts, the banks, the ports as well as on the high seas using the weapons of international law and multi-lateral cooperation," he said.
As the international financial system has been increasingly used by pirates for capital transfer, the world should cut their capital flows in a hand-in-hand manner, he added.
Costa encouraged "ship riders" to be deployed on warships operating off the Horn of Africa to arrest pirates and bring them to justice in neighboring countries.
He also called for development aid for piracy-plagued countries to boost local authorities' administrative capability and job opportunities.
