UN Secretary-General Ban Ki-moon Tuesday condemned the hostage killing of more than 40 people in southern Philippines.

The secretary-general was "saddened by the brutal killing" and condemned the "heinous crime committed in the context of the local election campaign," said Michele Montas, Ban's spokesperson at a daily noon briefing.

"The secretary-general hopes that no efforts will be spared to bring justice and to hold the perpetrators accountable," said Montas.

Ban also extended heartfelt condolences to the families of the victims.

At least 46 people were killed on Monday afternoon in Maguindanao of southern Philippines when an ambush and execution occurred.

The incident happened while a convoy of at least 40 journalists and supporters of Buluan town Vice-Mayor Ismael Mangudadatu were on their way to register him as the candidate for the post of Maguindanao Governor against current governor Andal Ampatuan's son in the May 2010 elections.

Philippine President Gloria Macapagal-Arroyo on Tuesday placed three provinces in southern Mindanao region under the state of emergency following Monday's bloodshed.
