Four foreign enterprises seek to build refinery in C. America |

At least four foreign enterprises are interested in building a fossil fuel refinery in Central America, Mexico's Energy Ministry said Sunday. The ministry said in a statement that the enterprises interested in the bidding are Colombia's Ecopetrol, Japan's Itochu, India's Reliance and the United States' Valero. All the four companies have been pre-selected by the Mezo-American Energy Integration Program (PIEM).
Benefits offered by the bidding are an eight-year buy-sale contract of Mexican crude oil, plus an Inter-American Development Bank (IDB) credit and Central American Economic Integration Bank credit. Costa Rica, Guatemala, Honduras and Panama have ratified the PIEM, which will allow the investor to build refinery in their countries. The nine Plan Puebla-Panama (PPP) member countries (Mexico, Belize, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) countersigned in recent days their commitment to building the refinery in Central America as part of the PIEM.
