Canada can not meet its targets in cutting emissions of greenhouse gases laid out in the Kyoto Protocol, the Conservative government said Tuesday.

"Canada's emissions can not be brought to the level required under the Kyoto Protocol within the compliance period which begins... just 77 days from now," Prime Minister Stephen Harper said through a Throne Speech, which was read by Governor-General Michaelle Jean.

But the speech underlines that Canada intends to reduce greenhouse gases 20 percent by 2020 over 2006 levels. The government also vowed to press for an international agreement that cuts global emissions in half by 2050.

The Kyoto Protocol obliges Canada to keep greenhouse gas emissions six percentage points below 1990 levels, on average, from the beginning of 2008 through 2012.
