The Lord Mayor of the City of London, Alderman Ian Luder, said Shanghai should focus on software construction if it wants to forge itself as a global financial center in 2020.

"The real key of an international financial center is its characteristics, rather than location," Luder told a group of bankers and officials during the Shanghai and City of London High-level Dialogue meeting Wednesday.

He suggested that Shanghai, as a burgeoning financial center, should offer a good living environment for people working there, with things such as good education, medical care, training, certification, favorable taxes polices and others.

With the support of the central government, Shanghai is building itself into an international financial and shipping center.

Luder said London can share its experience with Shanghai in helping the city to fill technical gaps and expand financial product services.

The City of London is one of the world's leading international financial centers. The principal role of the Lord Mayor of London, not the Mayor of (Greater) London, is ambassador of all U.K.-based financial and professional services.

Luder is heading a business delegation to Beijing, Shanghai, Chongqing and Hong Kong from May 29 to June 9.
