After listening extensively to views expressed by all sections of the community, Shanghai has finally decided to adopt a uniform pricing scheme for domestic water consumption which will be implemented in two-steps. It has been seven years since water prices were last adjusted.
According to the scheme, starting from June 20 the price per cubic meter of tap water will rise from 1.03 yuan to 1.33 yuan, and drainage fees will be increased from 0.90 yuan to 1.08 yuan. From November 20, 2010, prices will be further adjusted to 1.63 yuan and 1.30 yuan respectively.
In the process of the policy formulation, Shanghai has listened extensively to views on impending water price adjustment expressed by all sections of the community via hotlines, media and the Internet.
Prior to the adjustment, Shanghai increased the minimum living standards for its urban and rural residents so as to give due consideration to factors such as price adjustments of public utility services and thereby ensure that basic living standards of the low-income population would not be affected by price adjustments.
