In 2009, Xinjiang will rectify illegal construction and mining activities at metal and non-metal mines. It is expected to shut down over 200 metal and non-metal mines of six different types.

The exploration and exploitation of mineral resources in Xinjiang has continued to increase in recent years according to the Xinjiang Uygur Autonomous Region Work Safety Commission. At the end of 2008, Xinjiang had a total of 2,488 metal and non-metal mines including underground mines, open-pit mines and tailings ponds.

Although the development of mineral resources has promoted economic growth in Xinjiang, the pursuit of profit has led some enterprises to mine without business permits, mine without authorization when they did not meet production safety standards and even mine beyond approved limits. This has seriously damaged the ecological environment and induced potential safety hazards in mining areas.
