The Organization of American States (OAS) signed a cooperation agreement Thursday with the Ecuadorian Electoral Supreme Tribunal (TSE) to allow the presence of observers during the upcoming Sept. 28 referendum on a new constitution .
OAS's Mission Chief Enrique Correa said 100 observers from the regional organization will fulfill their obligation in Ecuador's 24 provinces.
Some 9.7 million Ecuadorians are registered to vote over the new constitution, already approved by the Constituent Assembly.
The TSE Chief Jorge Acosta said the presence of OAS observers will further guarantee the transparency of the referendum.
OAS Representative to Ecuador Antonio Aranibar said the observers started their work Thursday.
OAS General Secretary Jose Miguel Insulza and Ecuadorian Ambassador to the OAS Efren Cocios had signed an agreement in August over the privileges and immunity of the observers.
On Aug. 5, Ecuador requested the OAS to send an electoral observation mission.
If approved in the referendum, the new constitution will allow President Rafael Correa to run for office again and boost state control of the national economy, particularly the mining and oil industries. Source:Xinhua
