China plans to "put in order" new cement plants that hadn't begun operations by Sept 30, the Ministry of Industry and Information Technology said on its website yesterday. The government will prohibit the expansion of production, as the industry suffers from overcapacity, it said. China had 1.87 billion metric tons of cement capacity in 2008 and another 600 million tons had begun operating or was under construction by Sept 30.
