Kiplagat alleged that some senior officials in Kenya and Arab countries were involved in the incident, noting that investigation would also find out the agents behind their mission.
"This confirms to us the high level the racket is operating at. How did they leave the country yet we have his passport with us. This syndicate involves some very senior officials in both Kenya and other countries abroad," charged Kiplagat.
"We will not allow people to sneak out our children out without following the laid down procedure. These athletes were definitely told that if they compete in Burkina Faso then they will be locked out of taking part in any other competition under a different country."
Kiplagat said they would be lodging a formal complaint with the International Association of Athletics Federations should the country where the athletes have shifted to enter them for the World Championships in Osaka, Japan.
