At the press conference held by the State Council Information Office yesterday, three chief directors, from the State Development and Reform Commission, State General Administration of Environmental Protection, and State Administration of Statistics, formally responded to questions regarding implementation plans and methods for energy conservation and emissions reduction. They also introduced statistical, monitoring and testing systems into the task, and vowed to see it through to the end.
Build up and improve 3 systems
Essentials of the 11th five-year plan have defined two legally binding indexes: unit GDP energy consumption drops by 20%, and the total emission volume of main pollutants decreases by 10%. To meet these objectives, the State Council ratified the implementation methods and schemes within the framework of the 3 systems for energy conservation and emissions reduction. The following schemes will be implemented: unit GDP energy consumption testing, statistical index, and monitoring systems; and three methods: testing, statistics, and monitoring of emissions reduction in main pollutants. The 3 systems for energy conservation and emissions reduction prove effective when partnered with the three schemes and methods.
Take 8 measures
Beginning this year, the effects of energy conservation and emissions reduction were rather significant. In the past nine months, nationwide unit GDP energy consumption has fallen by 3%, and sulfur dioxide and COD emissions both decreased.
The leading team in energy conservation and emissions reduction, formed by the State Council, is responsible for arranging the necessary work. It proposed that the following measures be adopted this year:
- Eliminate counter-productivity through structural adjustment, and curb the growth of industries with excessive energy consumption and emissions.
- The electric power industry fulfilled this year's quota two months ahead of schedule by advancing key projects; and closing down insignificant ones, including the 10 million kilowatts of the small-sized thermal power generation units.
- The steel and iron industry halted 8.7 million tons of unnecessary steel production, and 11.4 million tons of unnecessary iron in the first half of the year.
- Implement 10 key energy conserving projects. The government supported the construction and development of more than 700 key projects this year, and is expected to conserve an energy capacity equal to 30 million tons of coal.
- Engage 1,000 enterprises in energy conserving activities; publish status reports on energy use; and launch a campaign to involve energy consuming giants in comparative studies of profits and energy consumption.
- Develop a cycle economy, and set up an assessment index system.
- Implement economic policies favoring energy conservation and emissions reduction; and create incentives to encourage energy-conserving technological innovation.
- An amendment to the Energy Conservation Act was carried out on October 28, and the Cycle Economy Law will follow. A national campaign for energy conservation and emissions reduction has been launched.
- Execute a rigid system of responsibility and one-vote veto to assess the performance, and evaluate the achievements, of governmental officials at all levels. The State Council and central government will hold this as the standard for meeting the objectives for energy conservation and emissions reduction.
