At the news conference held by the State Council Information Office, on the morning of September 25th, the deputy director of the CPC International Liaison Department explained the status of foreign exchange by the CPC and answered questions. According to Zhang, since the 16th National Party Congress, the Communist Party of China has actively participated in inter-party exchanges. A more comprehensive, multi-channeled, wide-ranging and deep-level new diplomacy pattern with Chinese characteristics has taken shape and matured.
The Chinese Communist Party has 72 million members, guiding 1.3 billion Chinese people in the socialist modernization drive, and in the cause for reform and opening up. So far, the Party has made friendly exchanges with 400 political parties in 160 countries and regions around the world.
Foreign parties not invited to the 17th CPC National Congress
When asked whether the CPC will invite foreign political parties to the 17th CPC National Congress, Zhang Zhijun said the Chinese Communist Party invited more than 50 foreign political parties to the 8th National Congress in 1956. Since then, it has not invited any foreign parties. In accordance with established practice, it still does not plan to invite foreign parties this time.
Inter-party exchange plays a constructive role in resolving the North Korean nuclear issue
Zhang said that the inter-party exchanges between China and North Korea have played a constructive role in maintaining peace and stability in Northeast Asia; and promoting the proper settlement of the North Korean nuclear issue.
He explained that the exchanges between the two parties have three major features: First, the leaders of the two parties have maintained close contact, which plays an important leading role in the development of inter-party relations; second, by promoting multiple channels and a wide range of exchanges, the two promote China-North Korea relations and expedite their own economic and social development; third, the two maintain a frequent and in-depth exchange of views on international and regional issues, which plays a constructive role in maintaining peace and stability in Northeast Asia, and promoting the proper settlement of the North Korean nuclear issue.
Zhang added that the Communist Party of China will adhere to the four principles; strengthen friendly exchanges with the Workers' Party of Korea; and promote constant development of China-North Korea relations for the benefit of the two peoples, and the harmony and stability in Northeast Asia.
Inter-party exchanges between China and Vietnam fruitful
Zhang noted that in recent years the Chinese Communist Party and the Communist Party of Vietnam have engaged in more frequent exchanges in a variety of enriching ways. According to Zhang, since 2003, the two parties have organized three consecutive theoretical seminars discussing how to build up their own countries and achieve economic development in step with social harmony. Topics such as how to improve party building and the party's ability to rule the country have become issues of common concern during in-depth discussions.
At present, both China and Vietnam are at critical moments in reform, opening up, and comprehensive development. It is of great significance for both parties to hold frank and in-depth discussions on both theoretical and practical issues of common concern, and learn from each other, so as to enhance the construction of the parties and countries as well as to promote the bilateral relationship. Both sides hope to continue these effective channels of exchange.
CPC goes beyond ideological border and develops friendly relations with political parties in Western Europe
According to Zhang, in the spirit of looking past ideological differences; creating positive dialogue; and seeking mutual understanding and cooperation; the Chinese Communist Party has been seeking out friendly relations with various political parties and regional parties in Western Europe and major parties in the European Parliament.
The CPC has maintained various connections and exchanges with the left, neutral, and right wing parties in Western Europe, as Zhang pointed out. It has received invitations from parties such as the European Socialist Party, the European People's Party, CDU, and the SPD to attend their party meetings or co-sponsor seminars and events.
Zhang explained that the Chinese Communist Party is engaged in four aspects of exchange with European political parties: First, exchanging information about the internal issues of each party; second, exchanging opinions on ways to strengthen and develop the relationship between the two; third, exchanging views on international and regional issues of common concern; and fourth, exchanging and introducing experience in party building and administration. Inter-party exchanges help improve and develop Chinese-Japanese relations
Zhang Zhijun emphasized that the inter-party exchange between China and Japan has promoted the improvement of Chinese-Japanese relations. The friendly contact between political parties and politicians of both countries is a major feature, and an important component of Chinese-Japanese relations.
It is reported that ruling parties of both countries have held two rounds of meetings since establishing the exchange mechanism. The Chinese Communist Party and the Democratic Party of Japan also began regular exchange. The frequent and multi-channeled exchanges have played a positive role in strengthening bilateral political dialogue and mutual trust, eliminating political obstacles in state relations; improving the relations between the two countries; and promoting the development of bilateral ties.
China above criticism for inter-party relations blank with US
When asked about the China-US political relationship, Zhang pointed out that China is not the one to blame for the absence of direct inter-party connections between the Communist Party of China and the two major political parties of the United States. He emphasized that the Chinese Communist Party has an open attitude for dealing with its relationship with all major political parties in the United States. As a matter of fact, China has expressed willingness to regularly communicate with major parties in the United States on the basis of the four principles mentioned above. "The door is always open," Zhang said.
