On March 3, People's Daily published an editorial entitled, "Consolidating national unity and cooperation and developing democratic politics: warm congratulations to the opening of the first session of the 11th National Committee of the CPPCC".
Snow and ice melts away as the plum blossoms open. A spring breeze blows through the sprouting willows. The first session of the 11th CPPCC National Committee opened in Beijing today. Members of all ethnic groups from various political parties and organizations in various circles gathered around giving their suggestions on the central tasks of the party and state; recalling the experience of unity and cooperation; promoting the establishment of democratic politics; and discussing plans for scientific development. Here, we would like to convey our warmest congratulations to the conference!
The first session of the 11th CPPCC National Committee is a very important time. It falls on the 30th anniversary of reform and opening up in the spirit of the Party's 17th National Congress; and in the year of the upcoming Beijing Olympic Games. A successful conference will gather knowledge from different peoples; promote scientific development; and advance the great cause of socialism with Chinese characteristics.
The past five years have been extraordinary, especially in the face of a complex and volatile international environment, as well as the arduous tasks of reform and development. The Party and people from all ethnic groups have been working together, with the objective of building a well-off society, to overcome various difficulties and risks; struggle to push forward reform, opening up and the modernization drive; and create a new socialist cause with Chinese characteristics.
During the past five years, the CPPCC has held high the banner of patriotism and socialism; adhered to the leadership of the Communist Party of China; and always marched forward in the correct direction. It is guided by the two major themes of unity and democracy; constantly expands the political participation of citizens; consolidates the political pattern of multi-party cooperation; and promotes a democratic, united, enthusiastic, stable and harmonious political situation. The CPPCC's top priority is to promote social development; and serves to develop the nation. It seeks to safeguard people's fundamental interests; endeavors to reflect the hopes of the masses; and shoulders social responsibility. The CPPCC continues to standardize and regulate its functions; enhance the effectiveness of its duties; and innovate. It continues to build itself, emphasizing the main concepts; and enhancing its sense of responsibility. By fulfilling its roles of political consultation and democratic supervision; coordinating relations; clustering forces; providing suggestions and ideas; and providing general services, the CPPCC has contributed significantly to the construction of socialism with Chinese characteristics.
Experience has shown that the CPPCC has played an outstanding, irreplaceable role: from the establishment and consolidation of a people's democracy to the promotion of socialist revolution and construction; and then to the promotion of reform, opening up and the modernization drive. This system embodies political advantages and demonstrates the features and advantages of China's socialist democratic politics.
The Party's 17th National Congress held high the great banner of the socialism with Chinese characteristics; and kicked off a new journey towards reform and opening up, as well as the construction of socialist modernization. It requested more from the work of the CPPCC; and provided a wider platform for it. People's democracy is the soul of socialism. The development of socialist democratic politics is the unswerving goal of the party. Deepening the reform of the political system and developing socialist democratic politics, is a strategic plan fixed by the Party's 17th National Congress, as well as an important component of socialism with Chinese characteristics. As an important messenger of socialist democracy with Chinese characteristics, the CPPCC includes representatives from a wide range of circles; bears maximum political tolerance; and shoulders the responsibility and glorious mission to promote the reform of the political system and the development of socialist democracy.
China's CPC-led multi-party cooperation and political consultation system serves as an important political guarantee to the development of the Party and the nation. Since its establishment, the CPPCC has been a channel for China to carry out its socialist democratic spirit in political life. To pursue the path of development of the socialist politics with Chinese characteristics, we need to make full use of CPPCC organizations and democratic forms; actively conduct political consultations and seek out public wisdom; give complete say to the people; establish a scientific and democratic decision-making process. By strengthening democratic supervision and enhancing the socialist supervision system, we can ensure the transparency of power. By taking advantage of favorable conditions, extensive contact and the skills of an all-inclusive community, we can enhance our political effectiveness; and guide and expand the political participation of citizens from all walks of life, in an orderly manner.
The more socialism develops, the further the CPPCC expands. As the CPPCC expands, it will be more effective; have a stronger ability for democratic supervision; and will enhance political participation. The more the CPPCC system improves, the more democratic the progress becomes. Once the CPPCC takes on its full role, it will promote the development of socialist democratic politics alongside China's economic and social development; and be more suited to inject people with an enthusiasm for political participation.
A new beginning brings new opportunities and expectations. The year 2008 is a year of reflection, as well as a year for starting a new journey. It is believed that the CPPCC will be focusing on the overall interests of the Party and the nation; and will continue to carry forward China's fine traditions. It will organize efforts for reform and development; and create new glories for unity and cooperation. Members of the CPPCC are expected to listen to popular opinion during the conference; fulfill democratic supervision; and collect public wisdom. In addition, they are expected to make a greater contribution for new victories in the comprehensive construction of a well-off society; create a new socialism with Chinese characteristics; and write a new chapter in the improvement of people's daily lives.
