The onslaught of Wenchuan earthquake on May 12 has spurred people of all ethnicities across China to take emergency actions, plunged Chinese expatriates and overseas Chinese into caring donations and enabled the international community to vie each other in lending a helping hand; they together have written a heroic song for quake relief, which shakes the world and whelms the heaven and earth.
Confronted with such a tragic tremor, the entire Chinese people, getting united as as one, carry forward their national spirit to cope with the trying period, and the whole nation has unleashed an extremely powerful force, which not only advances the quake relief endeavor in a penetrating way, but let the world exclaim: "So China is what it is!"
In the quake rescue and relief work, the "people coming first" concept has been implemented throughout the whole process in an unprecedented, comprehensive and meticulously way and hence it has become the soul of the quake relief endeavor. The practice of this governing concept has vividly revealed the essence of building the Party for the public interest and exercising power solely for the sake of people and let people see still brighter prospects for the prosperity and rejuvenation of the nation and the happiness of its people.
"The people's lives being above anything else"commends the essence of the concept of "people coming first". In the quake rescue and relief, the outlook of lives being the highest value is enunciated and put into practice. "Ensuring the safety of the people's lives," "Saving lives is the priority" and "A gleam of hope, a hundred percent of efforts" represent the supreme instructions the Party Central Committee and the State Council have promptly issued at three critical phases of the quake relief operations.
All relief personnel, who adhere to the firm, pressing belief of "rescuing people," fear no difficulties and kept up arduous efforts, have worked whole-heartedly to race against time, and take all measures with maximal possibilities to save lives at the teeth of death with all costs. Thus, life, either an individual life or the life of every Chinese citizen, is placed at the place of paramount importance.
It is essential to show the respect and solicitude for and the understanding of people, to protect them and be at their service, and to explain the connotation of the concept of "making people first". Holding those who have passed in high esteem is meant not only to respect the dignity of the lives of those passed in the name of the state, but highly respect the lives of its citizens. This respect is focused all the more on those injured or victimized during disasters so as to help work out plans and take appropriate measures. All this is shown in all-out efforts to rescue and treat those injured, to step up hygiene work to control epidemics and sub-prime disaster, so as to assure the quake victims of food to eat, clothing to wear, clean water to drink and temporary makeshifts to live in, and enable them to resume production and rebuild their homes. All this evinces meticulous loving care for people and understanding of them, and utmost protection and whole-hearted service for them.
In the extreme hard and bitter quake relief moves, the concept of "people coming first" has been practiced and enriched and the utmost cherishment for people's lives written on the banner of civilization and progress. People, who have deeply moved, are now pondering and feeling proud as a Chinese citizen. Respect for lives wins the respect of the people and has in turn cohered or gathered a tremendous force.
The 1.3 billion Chinese have got united unprecedentedly, and built an ethnical "spiritual great wall" to jointly face up all hardships and respond to all hazards and challenges, which can never overwhelmed or wrecked by any force on earth.
The devastating Sichuan quake has presented an entirely different China before the people the world over; the quake will weld China together; and the Chinese government has passed the examination of this month… These account for some of the appraisals on China made by international media. Meanwhile, Singaporean Prime Minister Lee Hsien Loong said, "the Sichuan quake shows more open, self-confident China… as well as displaying a shared humanity."
