A couple of successive, grave accidents that occurred around China in the past few days have filled people with deep concern and gnawing worries.
Eight workers were besieged in a tunnel "cave in" along the round-the-city freeway in the coastal city of Sanya at the southern tip of China’s southernmost Hainan province around midnight of June 4, and they were brought out of danger after two-day-intense rescue; 25 people were killed and 76 others injured in a bus blaze at about 8 a.m. on June 5 in the city of Chengdu, capital of Sichuan province in southwest China; and another disaster left 72 people missing on the afternoon of the same day in an iron ore mining district in Wulong county, some 150 km from southwestern Chongqing municipality, and the rescue operation was still going on.
Public security in a nation or an area is closely related to the wellbeing of local people, and the appropriate handling of these tragedies produces a direct effect on the image of a country or a region concerned. Perhaps for this reason, government administrators in a country or a region attach importance to public security, and China is without exception.
The Communist Party of China (CPC) Central Committee, the Chinese government or the State Council, and CPC provincial committees and local governments all display their positive responding capacity on the issue of how to cope with such nightmares. Nevertheless, the above-mentioned unexpected calamities make people think of how to handle this issue well and they now vie with each other to offer their proposals or suggestions for the improvement of public security in society.
First of all, in day-to-day routines, administrators of the governments at all levels should prioritize or keep their eyes glued on public security in all their work. In the final analysis, the fundamental aim in spurring social progress and development is precisely for the sake of people and the improvement of their living conditions. Hence, people and their life represent a starting point for all of our work.
It is ascribed to this very reason that the CPC and the central government have established the concept of “governing for people”. Under this guideline, any issues relating to public security cannot be taken lightly or casually. Imbued with a genuine love for their people, administrative officials should truly put public security on a very crucial footing and do a good job for it.
Second. In minimizing public security scourges and assuring the safety of citizens, the thing of utmost importance is to institutionalize mechanisms to eliminate hidden dangers. In fact, most disasters usually have portents beforehand. If people concerned take precautionary actions and promptly eradicate these hidden risks, can it be possible to minimize the gravity of vicious tragedies to the maximum and assure the safety of the citizens’ lives and property.
Third, in a bid to guard against all possible elements that might exacerbate risks and contain risks effectively afterwards, it is essential and necessary to set up mechanism for the prevention of accidents by massive measures. Prizes may be established to reward for the elimination of hidden risks, so as to inspire people to care more for public security and work instantly to uproot hidden risks. In so doing, those accidents, which jeopardize or sabotage people’s lives and property, can be reduced to the maximum.
At present, China is a booming economic society with rapid progress. Nevertheless, natural disasters in the country are of particularly high frequency and severity. It should be notified however that the Party and government have adopted a complete set of viable, effective policy measures for the purpose of eliminating production accidents. A case in point is the proclamation of a provisional regulation on the implementation of accountability system for the Party and government leading cadres, which was approved recently by the Political Bureau of the CPC Central Committee, and the regulation has been proven to have the potential role to play in disaster risk reduction.
Since the issue relating to public security concerns million upon million of households with countless people, alarm bell should keep ringing for all social strata, and the whole society, therefore, should make responses to ensure or guarantee it through joint, coordinated efforts.
