A survey conducted by Tsinghua University shows that nearly 70 percent of the 629 local Party and government leaders above county and department level are using the Internet. They publicize their email addresses, set up blogs, post comments using their real names and seek advice online. This has become a new phenomenon.

A growing number of leaders and cadres who have public power are using the Internet, exerting a profound impact on the development of democratic politics. In a new situation where the Internet is becoming an important carrier for administration, leaders' every word and action is closely watched online. As a result, the ability to master the Internet and use it to promote work is attracting more attention.

In today's era of digital information, the Internet is playing an increasingly extensive role in our lives and changing people's living conditions. At present, China has 316 million netizens, remaining the highest in the world. Due to its rapid dissemination of information and extensive content, the Internet is playing an extremely important role in promoting political civilization and social progress, and improving the procedure of the major public decision-making process.

With Party and state leaders setting an example by using the Internet, it has become a very important and effective new channel to understand public opinion, listen to public voices, observe public will and collect public wisdom.

Starting from the Property Law and the Labor Contract Law legislation, the National People's Congress has solicited public opinion on a series of important draft legislation online, allowing a growing number of ordinary people to participate in legislation via the Internet.

Yu Zhengsheng, secretary of the CPC Shanghai Municipal Committee, interacted with netizens to discuss issues including how to break development bottlenecks using innovation. Over 200,000 netizens nationwide joined the online discussions and provided over 7,300 opinions and suggestions.
