Web culture development urged to improve with innovative spirit

Stress should laid on web culture development and management, and the vital role of the internet be brought into a fuller play in the development of China's socialist culture, so as to use it to do a better job practically and efficiently.

Party General Secretary Hu Jintao gave these remarks at the 38th meeting or study session of the Political Bureau of the Communist Party of China (CPC) Central Committee, which he presided over at Zhongnanhai, the headquarters of the CPC on January 23, 2007.

Improved web culture development and management will facilitate bringing into a fuller play the crucial role of the internet in the course of developing China's socialist culture and enhancing the ideological, ethical qualities and scientific and cultural qualities of the entire nation and increasing the country's overall soft power, he noted.

Hu acknowledged that the rapid growth of China's web culture has contributed positively and tremendously to the information dissemination, knowledge transfer and sharing, and the publicity of the Party's theories and policy principles, while setting forth fresh topics for the development of socialist culture.

Whether or not the internet can be used positively and managed more effectively will have a direct bearing on the healthy growth of China's advanced socialist culture and culture industry, on the nation's information security and prolonged political stability as well as on the cause of socialism with Chinese characteristics as a whole.

Enhanced web culture management should, proceeding from an general layout of socialism with Chinese characteristics and the country's cultural development strategy, serve to disseminate the advanced culture with the use of sophisticated technologies, and to meet the ever-growing ethical and cultural needs of Chinese people and spur the growth of a harmonious culture and provide a powerful ideological guarantee and public opinion support for the all-round construction of a better-off society, Hu said.

At this study session meeting, Party General Secretary Hu Jintao also raised five following crucial demands on China's web culture development and management.

First and foremost, Hu urged adherence to the orientation of socialist advanced culture and promotion of the central theme or keynote of the web culture, with endeavors geared to spreading the scientific truth, disseminating the advanced culture, advocating the scientific spirit, creating good moral images or sentiments, and carrying forward socialist good, healthy trends in society.

Second, efforts to increase the supplying capacity of the web culture production and services are essential along with the raising of both the scale and specialization levels of cultural industries web. Moreover, the rich-endowed culture of the Chinese nation should be taken as an infinite source of web culture in a bid to bring forward a batch of refined and graceful culture brands alive with the vivid Chinese style, zeitgeist and high grades.

Third, efforts should be beefed up for the public consensus-building on the internet to seize the initiative in the on-internet ideological opinions and augment the positive publicity intensity to form the upbeat mainstream consensuses.

Fourth, the web environment should be purified, and a civilized, healthy web culture atmosphere created for the sake of building a common spiritual homeland and, finally, a scientific approach should be adopted with respect to the management of the web culture in line with law and by ways of employing judicial, administrative, economic and technological means and via ideological education and professional self-discipline practices, so as to efficiently and effectively safeguard the nation's cultural information security.
