The world at large had undergone great changes and major adjustments in the first half of 2009 under the shadow of global financial crisis. In face of volatile, complex global situation, the Chinese diplomacy, focused on the motif of ensuring the stable and still better growth of China's economy, will press ahead with the work in the economic, security and humane realms so as to create a sound international environment.
In the teeth of global financial crisis, Chinese diplomacy has shown a broadminded and long-term vision with much openness and magnanimity for cooperation, and it is currently meets challenges with calm confidence to demonstrate China as a responsible, mature nation with self-confidence.
Chinese President Hu Jintao attended the Group of 20 Summit in London in early April. At the summit, President Hu set forth a four-point proposal on promoting the balanced, coordinate and sustainable of development of world economy. He called for international cooperation, actively participated in various discussions, and introduced in a comprehensive way China's endeavor to overcome financial crisis. Moreover, President Hu reaffirmed the Chinese government's willingness to strengthen macroeconomic policy coordination with the international community in a bid to make its due contribution to pushing for the recovery of world economic growth.
In early summer of June, at a summit of the member nations of the Shanghai Cooperation Organization (SCO) and at the first summit meeting of BRIC countries which group Brazil, Russia, India and China held in Ural city of Yekaterinburg, President Hu once again appealed to push for joint efforts to cope with financial crisis and work together to build a splendid, harmonious future while striving to resume world economic growth and to establish advanced research promotion systems, and his appeal drew close attention and positive response from SCO member nations and BRIC countries.
Meanwhile, the voice of Chinese Premier Wen Jiabao at the forum held in Davos, Switzerland, and Boao Forum for or Asia to pluck up the courage for the world economic recovery also arrested the attention and enthusiastic response of all parties around the globe.
Among numerous voices from China, the nation will first run its own affairs well and refrain from shifting troubles onto the world; it will oppose protectionism in all forms and safeguard an open and free trade and investment environment; it is to provide 10-billion-US dollar loan to member nations of the SCO; it has reached an agreement on the Asian regional foreign exchange… the total size of which was 23.5 billion dollars; it has also signed the bilateral currency swap agreements with some countries and regions … 650 billion yuan, providing liquidity support to these countries and regions.
Among its other voices, China has taken an active part in the Global Trade Finance Program of the International Finance Corporation and supports the International Monetary Fund (IMF) with a new injection of fund, and it has sent a number of groups to Europe, the United States and SCO member nations to promote trade facilitation and expand mutual investment…
Sino-U.S. ties have unshered into a new, good beginning since the new U.S. administration came to office in late January. On April 1, President Hu jintao met with his U.S. counterpart Barack Obama during the Group of 20 Summit in London for the first time, and they agreed during their meeting to work together to build a positive, cooperative and comprehensive relationship for the 21st century.
In late May, U.S. House Speaker Nancy Pelosi visited China at the invitation of Wu Bangguo, chairman of the Standing Committee of the Chinese National People's Congress (NPC), and new progress was made in the relations between the legislatures of the two countries. Sino-U.S. ties currently have formed a new cooperative mechanism in the new historical era and been put in a new perspective, noted experts. And the Sino-US bilateral ties have phased out of a three-decade-long vicious circle resulting from the change or transfer of the U.S. government.
In term of the China-Russian relationship, it has gone through an extraordinary course of development during the past six decades. Under the new circumstance, Sino-Russian relations have been at a new historical starting point and facing important opportunities for further development.
President Hu Jintao paid a state visit to Russia from June 16 to 18, and leaders of both countries met on a couple of occasions in the first half year. NPC Standing Committee Chairman Wu Bangguo visited Russia in mid May and his trip upgraded the exchanges between the Chinese NPC and the Russian parliament, or the State Duma. Moreover, China and Russia signed seven energy cooperation agreements in February and have reached agreement on holding the Chinese language year in Russia and Russian language year in China.
In another development, Chinese Premier Wen Jiabao made a "trip of confidence" to Europe from January 27 to February 2, which took him to Brussels and four European nations, and announced the resumption of dialogues between leaders of China and European Union (EU).
China and Japan in early June held a second high-level economic dialogue on global financial crisis and vowed to work together to boost bilateral trade relations. Both sides had an in-depth exchange of views and reached important understanding on the economic and financial situation, trade and investment cooperation, environment and energy cooperation as well as on regional and international economic issues. This dialogue mechanism was first held in December 2007 in Beijing.
Taking a panoramic view of its diplomatic work in the first half year as a whole, China has substantially increased its mutual political mutual trust and mutual beneficial cooperation with major powers in the world, and the general framework of its ties with these major powers have become increasingly stable and active.
