Medical services
In the past, pregnant women living in mountainous areas in Guanxi Zhuang Autonomous Region gave birth at home, which resulted in high neonatal and maternal mortality rates. The region has therefore opened a "baby delivery green channel." In some remote mountainous areas, "mother bearers" bring pregnant women to hospitals. Guanxi's maternal mortality rate has now dropped to below the national average. Meanwhile, more than 90 percent of pregnant women receive prenatal examinations and deliver babies at hospitals.
In recent years, medical resources have increased and the problem of inadequate medical resources in China has been basically solved. A medical service system covering urban and rural residents has been set up. At the end of 2008, there were over 300,000 medical institutions with nearly 4 million beds in China. Initial diagnoses by China's medical institutions exceeded 100 million, and there were over 100 million in-hospital patients. At the end of 2008, China's medical institutions employed 6.98 million people.
An urban community medical service system has also been set up. At the end of 2008, medical services were available in the communities of all prefecture-level cities and 98 percent of the urban districts, and a total of 29,000 medical service centers had been established in urban communities.
Since 2005, China has been carrying out the "Ten Thousand Doctors Support Rural Medicine" program in the central and western regions, urging doctors from second-tier hospitals to support rural health clinics. The new medical reform plan stipulates that the government will focus on the construction of county-level hospitals and that each third-tier hospital in urban areas must aid 3 county-level hospitals.
For three years starting from the beginning of 2009, the central government will fund the construction of 2,000 county-level hospitals and enable every county to have at least one county-level hospital of a certain standard. By the end of 2009, the construction of 29,000 rural health clinics, and the expansion of 5,000 key rural health centers will be completed, and every administrative village will have at least one clinic.
China gives top priority to the inheritance and innovation of traditional Chinese medicine (TCM), and TCM plays an increasingly important role in public health, the prevention and control of critical diseases, and basic medical services. At present, the international influence of TCM is expanding. At present, there are already more than 3,000 hospitals in China using Chinese medicine.
