About receiving new members to APEC

Liu Qingjian: So far 8 countries including India, Pakistan, and Columbia have applied to join the APEC. However, whether the 21 member countries can reach a consensus on the issue remains in question.

Cai Penghong: I think it is certain that the APEC should be expanded because it hasn’t received any new members in the past ten years. This year, it will receive some members who can meet the requirements of the APEC, and promise to fulfill the obligations.

Yan Xuetong: It is certain that the APEC will expand, but whether it will receive any new members within the next five years will depend on the situation of current members.

What’s China’s role in APEC?

Shen Jiru: The APEC is a stage for cooperation between different civilizations; thus, it should become a role model for building a harmonious world. China should complete two major tasks: one is continue implementing a friendly foreign policy with neighboring countries; ensuring safety and enriched development; promote South-South and South-North cooperation; and narrowing the development gap between member countries and economic entities. The second is to promote cooperation among member countries to ensure the sustainable development for all members in the region.

Liu Qingjian: China should deepen its multilateral diplomacy. Most APEC members are neighbors of China; and the US and three Latin American countries are all important countries for Chinese diplomacy. China should promote the development of the APEC’s mechanism and improve its organizational efficiency. China should also promote trade liberalization and the healthy development of a multilateral trade system; and further promote economic and technical cooperation, especially with the exchange of technology among member countries.

Yan Xuetong: According to the current mechanism, it is hard to expect that within five years there will be any country that can exert a special role. This is a chance for leaders to discuss the mechanism. China should promote the mechanism’s development during the process by making good use of the platform; and in the meantime, promote its own development.
